Create a school team for our 5K Family Run/Walk on May 11 in Coney Island

The UFT will host its sixth annual 5K Family Run/Walk on Saturday, May 11, in Coney Island, Brooklyn. Consider assembling a group from your school for this untimed walk/race sponsored by the UFT Middle Schools Division. The Family Run/Walk is fun, healthy and great for building friendships among members of your school community. The proceeds will go to the UFT Disaster Relief Fund. The 5K Family Run/Walk will take place from 8:30 a.m. to noon at MCU Park in Coney Island, 1904 Surf Ave. There will be complimentary water, snacks and giveaways for each participant and the chance to win raffle prizes. The fee to participate is $25 for adults and $15 for children age 12 or younger. You can run or walk as an individual or as part of a team. You can also raise additional funds for this cause by asking sponsors to pledge a dollar amount for your participation effort. Please post the 5K Run/Walk flier on your UFT bulletin board. Register online on the UFT website. The UFT can offer support in times of need

In addition to all the other rights and benefits that UFT members receive from their union, the UFT has designed a number of programs to help members with a variety of life circumstances and challenges. The Member Assistance Program offers short-term individual and group counseling and outside referrals to members to help them deal with issues including substance abuse, trauma, bereavement and domestic violence. The Victim Support Program, co-sponsored by the UFT and the DOE, provides psychological support and practical assistance for staff members who are victims of workplace violence. The Victim Support Program clinical crisis team also provides immediate onsite psychological first aid to staff members who experience a school-related crisis (such as violence, school accidents and the death of a student or a staff member). The Victim Support Program offers further counseling support to those affected by crisis at union headquarters. The UFT Welfare Fund’s Health and Cancer Helpline provides free, confidential assistance for members affected by medical and behavioral health illnesses, and it guides callers to resources, support groups and health care professionals. Severance offer for UFT-represented employees in the ATR pool

The DOE is offering a voluntary severance to all UFT-represented employees in the ATR pool and in Title I-funded positions in the nonpublic schools. In order to be eligible, a person must be a member of the ATR pool (whether in a rotational or provisional assignment) ), someone in a Hardship Transfer Status who has not yet been staffed to a school, or a UFT-represented DOE employee working in a Title I position in a nonpublic school. Anyone who agrees to take the severance will receive $50,000 before taxes, on or about Oct. 1, 2019. Employees who accept the severance offer must agree to either resign or retire (if eligible) no later than Aug. 23, 2019. Please keep in mind that people who resign forfeit their right to the 2019 and 2020 lump-sum payments stemming from the 2014 DOE-UFT contract. Those who retire will still get those lump-sum payments, assuming they are eligible. Eligible employees who agree to take the severance must return the Voluntary Severance Agreement and General Release form by May 31, 2019, at 5 p.m. On Friday, April 12, at 4 p.m., each of the UFT’s borough offices will hold a general information session for any employee of the ATR pool considering resigning or retiring. Your Chapter Leader Checklist

  • New Enroll new hires in the UFT: Because of the Janus v. AFSCME ruling, we must now enroll every new hire in the UFT as soon as possible or lose the union dues we need to service and support all of our members. Schools continue to fill vacancies throughout the school year. Please check to see if any new hires in your school have not yet signed a union enrollment card or filled out the online enrollment form on the UFT website. At the same time, take the opportunity to introduce yourself to these new staffers, if you haven’t had a chance to, and offer your help and support. If you don’t have any union enrollment cards, please let your district rep know. In the chapter leader-only section of the website, you can now view the Nonmember Report  for your school and see if your school has any staffers who need to be brought into the UFT fold.
  • New Donate a long-sleeve shirt to honor farmworkers: The AFT National Latino Caucus asks chapter leaders and delegates attending the Delegate Assembly on April 17 to donate a long-sleeve shirt to the Association of Farmworker Opportunity Programs to raise awareness about the dangers of working with pesticides and exposure to the sun. The Long-Sleeve Shirt Drive is also accepting monetary donations. The drive’s overarching goal is to honor farmworkers and the important contributions they make to our daily lives.   • New Peer Intervention Program vacancies: The Peer Intervention Program (PIP) provides voluntary, confidential assistance for tenured teachers who believe their teaching would benefit from such assistance. PIP is accepting applications for full-time positions as Peer Intervention Program Intervenor. Applicants for the position must have a minimum of eight years' full-time teaching experience, demonstrate outstanding classroom teaching ability and have successful experience working with adults. Priority will be given to teachers licensed in special education. For full selection criteria and responsibilities, visit the DOE and/or UFT websites or email PIP@uft.org. The application deadline is Friday, May 3. Please post the Peer Intervention Program job posting on your UFT bulletin board.
  • Help get out the vote in the UFT election: UFT members should have received their ballots for the UFT election in the mail this week. Please encourage your chapter members to vote. Here are some ideas to generate enthusiasm among your members: 1) Create the base of a tree labeled “UFT Election.” As UFT staff members self-report to you, add leaves to the tree with the name of each UFT member who has mailed in a ballot. 2) Create a thermometer that tracks the percentage of UFT members who have mailed in their ballots. 3) Have a union meeting where members bring their sealed ballots to school. Take a group photo of the members with their ballots. If there is a mailbox close to your school, walk together before or after school to mail the ballots together. 4) Request “I Voted” stickers from your district rep. Give members the stickers when they report they have voted. 5) Have members take selfies of themselves mailing their ballots. Send pictures of any or all of these activities to uftphotos@gmail.com and encourage your members to look for themselves on the UFT’s social media channels. Share your get out the vote ideas with Election Chair Amy Arundell at aarundell@uft.org.
  • Distribution of UFT election material: Chapter Leaders may NOT use official union release periods to distribute any UFT election campaign material for individual candidates, caucuses or slates. The distribution of election campaign material should be limited to before and after school or lunch. Distributing general information about the importance of voting in the UFT election or other attempts to get out the vote are acceptable and considered official union business that benefits all members.
  • April 8 deadline to request a new ballot: Ballots in the UFT election for officer positions, executive board and an array of delegate positions have been mailed to members’ homes. Any member who fails to receive a ballot or receives an incorrect ballot should notify the American Arbitration Association, 120 Broadway, 21st Floor, New York, NY 10271 (phone: 800-529-5218; email: ulerios@adr.org) no later than 5 p.m. on Monday, April 8. Completed ballots must be returned to the American Arbitration Association no later than 5 p.m. on Tuesday, April 16.   • Last chance to submit a PROSE application: At the request of schools, the PROSE Panel has extended the application deadline to become a PROSE school to next Thursday, April 11. PROSE is a one-of-a-kind program that allows truly collaborative schools to be more innovative in their work. The key is teacher voice, and the PROSE application itself should be created with strong staff involvement. You Should Know

Evaluation

Evaluation guidance for ATR pool teachers: Teachers in the Absent Teacher Reserve pool acting in a day-to-day absence coverage capacity should not be evaluated with the Advance system and should be observed using a traditional S/U observation format. ATR pool teachers are eligible for evaluation under the Advance system only if they are a full-time K–12 classroom teacher of record, maintain active status for at least six cumulative calendar months during the current school year, and teach 40 percent or more of a full-time position. Please see your chapter leader if you have questions about your evaluation status.

New Per-session opportunity for school secretaries: School secretaries may apply for a per-session activity for the Big Apple Games/PSAL summer 2019 program. Selection criteria include knowledge of the EIS payroll system, fluency in various computer systems and excellent oral and written communication skills. Job duties include processing Big Apple Games staff payroll and other E-bank related activities, resolving problems and responding to inquiries related to the program. New Per-session opportunity for paraprofessionals: Paraprofessionals may apply for a per-session activity for the Big Apple Games/PSAL summer 2019 program. Selection criteria include experience in recreation and competitive games. Job duties include assisting teachers in activity areas and performing related duties. Guidance on school psychologist and school social worker clustering activities:
The new DOE-UFT contract requires that schools complete the following clustering activities: elect a Deployment Advisory Committee and train new members; review referral data and hold a clustering meeting; post vacant CSE positions for school psychologists, school social workers and special education teachers assigned at the CSE; and conduct retention activities and fill remaining vacancies through the Open Market Transfer System. Workshops for social workers and licensed mental health staff: School social workers and licensed mental health staff may attend mental health workshops presented by the UFT Member Assistance Program (MAP) and LearnUFT. The sessions take place at the UFT’s borough offices. The first session is on Thursday, April 11, from 4:30 to 6:30 p.m., at the UFT’s Staten Island borough office, 4456 Amboy Road. The registration fee is $50. Participants earn two Continuing Education hours upon completion. These classes fill up quickly. New Make changes to your NYC health benefits in April: In-service members may take advantage of a special open enrollment period for NYC Health Benefits this month. Members can make changes throughout April. Changes take effect July 1, 2019. This period was offered to give members the opportunity to enroll in the restructured HIP HMO Gold Plan but any change may be made at this time.

New Attend the DOE’s Sustainability Showcase: UFT members are invited to attend the third annual DOE Sustainability Showcase on Wednesday, May 22, from 10 a.m. to 2 p.m. at the Brooklyn Expo Center in Greenpoint. This event celebrates school efforts, actions, innovations and dedication to sustainability across grade levels, topics and leadership. Participants will survey the extraordinary efforts of students, teachers, administrators, building staff and partner organizations to pave the way to greater school sustainability. New Free ballet classes for elementary school students: All students in grades 2–4 may audition for Ballet Tech’s six-week Introduction to Ballet Program. Ballet Tech has worked in collaboration with the DOE since 1978, providing free ballet training to tens of thousands of students. Auditions for its Introduction to Ballet program are ongoing. Staff from Ballet Tech will visit your school and hold auditions for students on your day of choice. Auditions last 10 minutes. Speak with your supervisor if you are interested in this program. New AFT National Latino Caucus scholarships for high school seniors: UFT members are invited to join the AFT National Latino Caucus to learn about Latino culture and history. The caucus, a strong advocate for our schools and students, is the sponsor of the annual Maria Portalatin National Freedom Scholarship — named for the longest-serving chapter chair of the UFT Paraprofessionals Chapter — which awards three Hispanic high school seniors a $1,000 book stipend and a laptop to use in college. High school teachers, school counselors, paras and chapter leaders should encourage eligible seniors to apply for the scholarship through the mail-in application process. The application deadline is Wednesday, June 12.

New Attend a financial wellness workshop: All members are invited to attend the Money Moves: Financial Wellness Workshop for UFT Members. This free event is on Thursday, May 2, from 4 to 6 p.m. at UFT headquarters, 52 Broadway, 19th floor. Participants will learn how to live within their means and save for short- and long-term financial goals. Topics include budgeting, getting out of debt, investing basics and saving for retirement. New Per-session opportunity for teachers: Teachers may apply for a per-session activity for the Big Apple Games/PSAL summer 2019 program. Selection criteria include a satisfactory rating and CPR/AED certification. Preference will be given to physical education and fine arts teachers. Job duties include serving as teacher trainers for student recreation aides, recreation teachers, physical education instructors, special education physical education instructors, as well as assisting supervisors as assigned. For more information and to view the application, see the DOE circular. The application deadline is Friday, April 12.

New Per-session opportunities for visual arts teachers: Teachers can apply for per-session activities for the Big Apple Games/PSAL summer 2019 program. Selection criteria include experience as a teacher leader and a background in visual arts. Job duties vary by position. For position duties and to view the application, see the DOE visual arts coordinator circular and DOE visual arts teacher circular. The application deadline is Friday, April 12.

New Per-session opportunity for swimming teachers: Swimming teachers can apply for a per-session activity for the Big Apple Games/PSAL summer 2019 program. Selection criteria include a satisfactory experience as a swimming instructor and teacher in recreation and competitive programs. Job duties include providing swimming instruction, organizing recreational swimming activities and training center members for swimming competitions. For more information and to view the application, see the DOE circular. Apply for a Green Team Mini-Grant: School green teams are encouraged to apply for a $1,000 grant awarded by the New York City Department of Sanitation and Citizens Committee for New York City. Grants must be used for green team expenses such as recycling and garden projects, T-shirts/uniforms, school sustainability events and eco-friendly giveaways. All K–12 schools are invited to apply. The UFT app is 1 year old! Download it to your phone: The UFT unveiled its new app a year ago. With UFT-Mobile, members can handle much of their union business from registering for CTLE classes to checking what the DOE-UFT contract says on key topics. The app also unlocks special member-only discounts for apparel, entertainment, travel, school supplies and more. The UFT leveraged the same power in numbers that it brings to the bargaining table with the DOE to negotiate vendor discounts for UFT members. The app contains the member’s UFT ID number to easily register for UFT events or for whenever you interact with the union. You can download UFT-Mobile in the App Store if you have an Apple cellphone or in the Google Play Store if you have an Android device. You log in to the app using the same username and password you use for the UFT website.

Recognition

Registration deadline extended for the 2019 Academic High Schools Celebration: The registration deadline for the Academic High Schools Celebration has been extended to Tuesday, April 9. At this event, we honor outstanding members of school communities for their commitment to our students, our profession and our union. The celebration is at UFT headquarters, 52 Broadway, 2nd floor, Shanker Hall. Doors open at 4 p.m. and the awards ceremony begins at 5:30 p.m. A dessert reception follows the ceremony. Festive attire requested. Please register online. Salary and Personnel

Members on leave must reapply by May 15: UFT-represented employees who are currently on leave must notify the DOE of plans for next school year by Wednesday, May 15. If you do not notify the DOE about your plans or fail to apply for a leave extension by May 15, the DOE will view you as having voluntarily resigned from your position. Members on leave will receive an email from the DOE that explains how to log into SOLAS to state intentions. Members with questions should contact their UFT borough office.

Employees must give 30 days’ notice before resigning: According to Chancellor's Regulations, employees who are resigning must give at least 30 calendar days’ notice. Therefore, if a UFT-represented employee wants to resign (not retire) effective Tuesday, Sept. 3, the first day of school in the 2019–20 school year, that employee must submit a letter of resignation by Friday, Aug. 2. If you are considering resignation, you should know that by resigning you forfeit your claim to lump-sum payments stemming from the 2014 contract. Chapter leaders have reported that principals are asking members to add the word “irrevocable” to their letters of resignation. It is not necessary as UFT-represented educators have a contractual right to withdraw their resignation at a later date should they want to return to the DOE. According to the DOE, employees who resign without providing 30 calendar days’ notice will be given a problem code in their personnel file that will flag them for review should they wish to return to teaching in the future. While there is no requirement to give notice for retirement, employees who are interested in taking terminal leave prior to retirement must also give 30 days’ notice.

Direct deposit for per diems and for per-session work: Per-diem employees may enroll in direct deposit. In addition, all Q-bank employees who participate in direct deposit must enroll separately for their per-session payroll. All DOE payroll memoranda can be found on the DOE’s Payroll Portal.

Free tax prep for paras, new teachers and other qualifying members: Paraprofessionals and other members may be eligible for free online or in-person tax preparation through the city’s NYC Free Tax Prep program. This service helps users take advantage of deductions and credits including the Earned Income Tax Credit and NYC Child Care Tax Credit. Income thresholds for 2017 earnings are $66,000 for online filing and $54,000 for in-person assistance. Special Education

SESIS: Going, but not gone yet: The Special Education Student Information System will remain the system of record for special education until a new system is brought online in phases. The DOE has promised to continue to support SESIS while working to find a replacement and to engage users in the replacement process. The DOE’s current plan is for a two-stage vendor solicitation process. The first stage is slated to begin this spring and conclude at the end of the calendar year. Finalists from stage 1 will receive new specifications in stage 2. The DOE anticipates that the new system will be process oriented and include case management, provider scheduling and assignment, encounter matching, IEP development, placement and communication functions. Pre-K will also be included. In the next few weeks, UFT Vice President for Special Education MaryJo Ginese will seek members interested in participating in a work group to develop recommendations for the new system.

Teaching and Learning

New Lessons on science: The AFT’s Share My Lesson website can help develop lessons about science. Elementary students can sort pictures of foods that come from plants into categories such as flowers, leaves, seeds, roots, stems and fruits.  Middle school students can create a poem or rap that describes the structure of plant and animal cells. High school students can learn about new and innovative applications of nanotechnology in the fields of energy, electronics and medicine.You can find more lessons and webinars on the Share My Lesson website.

This Week in Education and Labor News

West Virginia to offer free college tuition: On April 2, West Virginia became the latest state to offer a free college program for eligible students, reports Education Dive. The law, signed by Gov. Jim Justice, offers residents free tuition and fees in excess of that covered by other aid. Participating students must maintain a 2.0 GPA and remain in the state for two years after graduating or else repay the grant as a loan. They must also complete two hours of unpaid community service each term.

Sacramento teachers plan a one-day walkout: The union representing Sacramento teachers announced on April 2 that it's planning a one-day strike on April 11 in response to what it calls unfair labor practices and failed mediation attempts with the district, reports Capital Public Radio. The union accuses the district of backtracking on a November 2017 agreement to use health plan savings to fund class-size reductions.

Mississippi teachers mull a strike: Mississippi lawmakers wrapped up the 2019 legislative session with a $1,500 pay raise for public school teachers, but many teachers are so outraged by the amount that they’re considering a strike — something Mississippi law expressly forbids, reports Mississippi Today. The anger among some educators and advocacy organizations intensified once it became public knowledge that Republican leaders slipped $2 million in a non-education budget bill for a program similar to vouchers, which use public funds to send special-needs children to private schools.

Register for the May 18 UFT’s Spring Education Conference: Online registration has opened for the Spring Education Conference, the union's signature annual conference that celebrates, supports and inspires members' work as public school educators. This year’s event is on Saturday, May 18, from 7 a.m. to 3 pm., at the New York Hilton, 1335 Sixth Ave., Manhattan. It includes breakfast, a morning town hall, a large exhibit fair featuring CTE programs, workshops and a gala luncheon. Participants may attend a two-hour workshop of their choice on topics including new technology, advancing literacy skills, teaching the new math learning standards and the Student Debt Relief Program. You can read detailed descriptions of the six workshops. The registration fee is $50 per person. For teachers who take a workshop for two CTLE hours, there is an additional $30 charge, for a total of $80. For paraprofessionals and other UFT members who want to take a workshop for two CTLE hours, there is an additional $15 charge, for a total of $65. School Leadership Team members may use funds allocated to the team to pay for registration fees by using the Spring Conference Purchase Order. The cost to register, unless otherwise indicated, is $30 for teachers seeking CTLE hours and $15 without CTLE hours. The cost for all paraprofessionals is $15. Participants will earn two CTLE hours for each workshop, unless otherwise specified.
