WHEREAS, the Delegate Assembly is the UFT’s highest decision-making body and the union had to quickly convert to fully remote meetings in March 2020 in the wake of the public health emergency triggered by the COVID-19 pandemic; and

WHEREAS, UFT delegates can best engage in vigorous debate on union policy from the floor, and the proceedings leading up to a vote are most fluid and seamless when members are participating in person; and

WHEREAS, the remote Delegate Assemblies during the pandemic garnered higher participation; therefore, be it

RESOLVED, that the Delegate Assemblies for the 2021-22 school year will be hybrid in nature, with both in-person and remote participants; and be it further

RESOLVED, that delegates joining by audio conference will be allowed to listen to the speakers; ask questions during the question period; speak for or against motions and resolutions; and vote on these motions and resolutions on a secure system with checks and balances; and be it further

RESOLVED, that starting in October 2021, Delegate Assemblies will follow our traditional Delegate Assembly rules of order, and only in-person delegates will be able to introduce a motion such as a point of order or a motion directed to the agenda, amend a resolution or invoke other elements of our traditional Delegate Assembly rules of order; and be it further

RESOLVED, that in June 2022 UFT delegates will revisit the question of the nature of the Delegate Assembly for the following year, if not sooner.
